Reflections on the NACO Annual Conference Panel on AI and Technology

We recently had the opportunity to moderate a panel on AI and technology at the Nevada Association of Counties’ (NACO) annual conference. This was our second year in a row moderating the panel, and, just like last year, it proved to be a valuable opportunity to hear from leaders, innovators, and practitioners from across the state on this critical topic.

Commissioner Mark Gardner of Douglas County opened the session, as he often does, by setting a thoughtful and positive tone for the discussion. This year’s panel featured:

  • Dave Solaro, Assistant County Manager for Washoe County
  • Tim Galluzi, CIO and Director of the Governor’s Office of Technology
  • Michael Stewart, Research Director at the Guinn Center for Policy Priorities

Each panelist brought a unique perspective—ranging from practical AI applications at the county level, to state-level AI initiatives, and broader national policy considerations. The result was an engaging and insightful conversation.

Compared to last year, the tone of the discussion shifted noticeably. In 2023, much of the focus was on defining AI, understanding its potential, and exploring how county governments could begin preparing for its rise. Fast forward to this year, and the conversation has matured significantly: we’re now talking about real-world implementations, legislative developments across the country, and how to ensure AI is deployed responsibly and securely.

We’re always honored to support NACO’s efforts, and we’re grateful for the chance to continue contributing to these important conversations. Moderating this panel is especially meaningful as interest in AI continues to grow and stakeholders work to ensure its thoughtful adoption. It’s always a pleasure to reconnect with colleagues from across the government and policy landscape.
